FG Probes SGF 50th Anniversary Committee

Huhuonline can reveal that the Nigerian Government will probe the N10 billion expenditure of the Yayale Ahmed led 50 years independence anniversary celebration committee.

Professor Dora Akunyili, minister of information and communications said the probe will enable government demonstrate accountability.

“All monies spent during the 50^th year anniversary will be accounted for by all these that monies were given to, to make for transparency and proper accountability,” she said during a briefing with state house correspondents, in Abuja.

“We intend to commend those that have done well and reprimand those that did not do their work. He said we need to clinically examines all that happened so as to enable us improve in future,” she stated further.

Consequently, “a committee was put in place to examine the causes of the observed lapses with a view to correcting them in future events”.

On the bloody October 1 bomb blast that left 12 dead and over 27 persons wounded, Akunyili said “Mr. President re-assured council members that security agents will do everything possible to fish out the perpetrators of the car bombing incidents that occurred during independence celebrations”.

She said President Jonathan “assured council of government’s continued commitment to safeguarding the lives and property of Nigerians and foreigners residing in Nigeria,” stressing that “Mr. President requested for a one minute silence in honour of our brothers and sisters that lost their lives during that unfortunate incident”.

EFCC Boss, Farida Waziri’s Hubby In Election Rigging Mess, Denies Receiving N80m From Wife

Senator Jauji Waziri, the husband of Mrs. Farida Waziri, boss of the Economic and Financial Crimes Commisison, EFCC, has been accused of rigging the Gombe South Senatorial Zone bye-election as senatorial candidate of PDP.

The election, which Waziri won, was held on 21 August. It has been trailed by reports of rigging and other malpractices. He was accused of collecting N80 million from his wife, Farida, to spend on his election.

Former military head of state, General Muhammed Buhari, yesterday alleged that officials of the Independent National Electoral Commission, INEC, colluded with the People’s Democratic Party, PDP, to rig the elections held in Bauchi and Gombe states.

Buhari said the INEC officials reduced the bye-elections to a money spinning business.

However, Senator Waziri has denied that he got N80 million from his wife to sponsor his election.

Senator Waziri who spoke to P.M.News on phone debunked the allegation that his wife gave him the money to sponsor his election to the Senate in the just concluded bye-election.

He said that the allegation was the handiwork of mischief makers, adding that the EFCC Chairman does not have such money.

“Tell me where she will get the money from,” Waziri fumed.

Senator Waziri, who defeated the other two candidates, Achana Gaius of Action Congress of Nigeria, ACN, and Barrister Abisha Anderiya of CPC, said that he was not a new comer in the Senate, having been elected twice as a member to the Constitutional Conference and once elected senator. He said he does not require such money to win an election.

He added that he had been in politics for over 30 years, pointing out that his election was through the mandate of his people who feel he is a worthy representative.

On the allegation that he separated from his wife, the EFCC Boss, but later reconciled after her appointment, Waziri also debunked this, saying it was also the handiwork of mischief makers.

“They are stupid. Look I got married to Farida 40 years ago and we have lived together as my only wife,” he fumed.

On the allegation that the August 21 bye-election was characterized by rigging, manipulations and electoral malpractices, Waziri insisted the election was free and fair.

Meanwhile, Achana Gaius of ACN and Abisha Anderiya of CPC have vowed to challenge the outcome of the bye-elections in court.

Gaius told P.m.news that the conduct of the election had put INEC to test whether there will be free and fair election in 2010.

“We say we have a credible INEC Chairman in the person of Prof. Jega but what I witnessed during the election was a clear indication that Jega may not guarantee this nation free and fair elections in 2010,” he said.

P.m.news reports that there was general outcry from members of the public that the two senatorial bye-elections was full of manipulations by both the Gombe State government and the People’s Democratic Party, PDP.

Frozen FAAN Accounts: Unions To Paralyse Activities At Airports

Activities at the country’s airports may be paralysed if a Federal High Court sitting in Lagos, South-West Nigeria, today, fails to defreeze the accounts of the Federal Airports Authority of Nigeria, FAAN, the workers warned yesterday.

The court had ordered that all FAAN’s accounts in the 24 banks in Nigeria should be attached to satisfy a debt of N7.9 billion being owed a construction company, Sanderton Ventures Limited.

Since then, FAAN’s workers say that they have not been paid and the lack of funds has paralysed some of their activities.

“We understand that the court will be in session on 23 September 2010 (today), we are helplessly watching the proceedings and we believe that the garnishee order will be lifted. But if it is not lifted by tomorrow (today), we are going to decide on the option of grounding the operations of FAAN because we don’t have anything to work with, there is no money to run our overhead cost.

“And to carry out our duties effectively, we are drumming it to the world to know so that by the time it happens they will not blame us,” Chairman of Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), Comrade Ekanem Ekanem said yesterday.

Ekanem said that the court order to freeze FAAN’s account has crippled the credit facilities of FAAN as the agency no longer has access to its account to carry out its duties, adding that its operations have collapsed.

What led to the court order started sometime in September 2001 between the Minister of Aviation representing the Federal Government on the one hand, and the FAAN on the other, both acting jointly as guarantors and Sanderton Ventures Limited which was given a construction work to design, develop, finance, construct, complete and commission, operate, manage, maintain and transfer the new Murtala Muhammed Domestic Airport Terminal One for 10 years after a construction period of 18 months.

It was agreed between the parties that any dispute concerning the agreement shall be referred and finally settled by arbitration.

A dispute arose on 23 May 2002 when the then Minister of Aviation terminated the contract between the two parties.

Consequently, the plaintiff, Sanderton, submitted the matter for arbitration. Therefore, arbitrators were appointed. Many cases were filed by the Aviation Minister as to the composition of the arbitrators. All the legal actions were resolved in favour of Sanderton Ventures.

At the end of the proceedings, the panel of arbitrators consisting Justice E. O. Ayoola, Justice M. O. Onalaja and a lawyer, Wole Olufon, awarded the sum of N2.6 billion in favour of Sanderton at the rate of 22.5 per cent per annum interest from May 2002 until the date of the award and thereafter at the prevailing charges.

For Sanderton to reap the fruit of this judgement, a Senior Advocate of Nigeria, Barrister Olu Daramola from the chambers of Afe Babalola, SAN, filed an application before the court for the funds of FAAN in any bank in Nigeria to be attached to satisfy the judgement.

By the time the application was filed the judgment sum had risen to N7.9 billion.

LASG Reassures Lagosians On Jibowu Axis Of Ikorodu Road

The Lagos State Government on Monday reassured motorists and members of the general public on its resolve to ensure prompt rehabilitation of the Jibowu end of the Ikorodu Road which is currently waterlogged as a result of inadequate drainage system.

Presenting a work plan to the Governor of Lagos State, Mr. Babatunde Fashola (SAN), this morning, the acting Managing Director, Lagos Metropolitan Area Transport (LAMATA), Engr. Abiodun Fajobi, unfolded both the short term corrective measures that will make the road motorable within the next one week as well as the long term permanent solution by LAMATA to complete the drainage work and provide stone base and asphalt.

He further called on members of the public to bear with the state Government as all hands are on deck to generally intervene in similar situations occasioned by the rains, adding that at the moment work is going on in virtually all major parts of the city.

Meanwhile, Governor, Fashola on Sunday called on all Nigerians to participate fully in the forthcoming 2011 General Elections, saying it is the only means to install a credible government.

Governor Fashola made the call at a Ramadan Lecture organized by the Lagos Branch of the Ansar-Ud-Deen Society of Nigeria at the LTV8 Blue Roof Hall and the 6th Justice Muri Okunola Memorial Ramadan Lecture at the LTV 8 Grounds.

Speaking as Special Guest of Honour at the Ansar-Ud-Deen Society Lecture with the topic, “The Evils of Envy”, Governor Fashola said the key to good governance lay in the hands of the people pointing out that if the people eschew rigging and all other election malpractices, the problems of the nation would be a thing of the past.

“We hold the key to the political development of Nigeria because we vote the leaders into office. Snatchers of ballot boxes, riggers and other perpetrators of election malpractices are not spirits; they live in our midst, they are someone’s sons, they are someone’s wives and they are someone’s husband” the Governor said adding that with the cooperation of everyone, these riggers could be stopped.

He added, “We should see what is happening and be cautious and vigilant that none of our sons and members of our family partakes in the malpractices. We can tell anybody ‘we don’t want you’ through our votes. Our vote is very important. It is our civic duty, we can’t leave it to someone else”.

“It is our country and I plead that all of us should participate actively in the electoral process. We are greater in number than those in government. If we advise them right and responsibly, I believe strongly that with your votes, we will usher in development and success to our land”, Governor Fashola said.

Governor Fashola also appealed to the people to be patient with the Government adding that they must also play their own part by paying their taxes, being tolerant and persevering.

“We must participate in the governance of our State by paying our taxes, displaying patience and perseverance and confidence in the people we elected into office. We must continue to offer advice to them rather than disparaging or calling them names. No one is a compendium of knowledge and wisdom”, Governor Fashola said.

He thanked the National Missioner of Ansar-Ud-Deen Society of Nigeria and Overseas, Sheik Abdur Rahman Ahmad, and all members of the Society for “your support and counsel since I became Governor of Lagos State.”, praying that the Almighty Allah would always be with the Society.

“You have always been there with your support, comments and suggestions and the relationship has been nothing but beneficial”, the Governor said adding, “the support has come in the area of Environment, Taxation, Education, Health, they have given their support at all time”.

On the benefits of Ramadan, Governor Fashola, who advocated that the period should be observed all year round, said it has been a blessing to the world adding, “as a leader in Government, I know that crime is on the downturn. We know that people choose good conduct during Ramadan; people relate in peace and gentility”.

“I urge that Ramadan should be all year round because wealth, advice, teachings, love, peace and benevolence, all come during Ramadan. There is spirit of kindness, giving offering and so on and I think if we display all these virtues all year round, our problems as a State and as a country will be a thing of the past”, he said

Also speaking at the 6th Justice Muri Okunola Memorial Ramadan Lecture, Governor Fashola declared, “Muslims must participate in politics and must be committed. As the 2011 General Elections approach, the ball is in your court. You must play your part; rigging, false registration, over-bloated voters’ cards must be abhorred”.

Warning that those who perpetrate such malpractices are living among the people, Governor Fashola challenged the electorate to fish out such people to face the full wrath of the law. “Those who perpetrate the vices are within our midst. We must not allow them to ruin our chances of good government”, he urged.

“Your vote is your independence; it brings water supply; it brings tarred roads, it brings security, electricity supply, affordable housing with mortgage facilities. With your vote, you will participate fully in installing a government of your choice. It starts with registration which is crucial. Register first before any other thing”, Governor Fashola said.

Speaking on gender equality, especially as it pertains to Muslim women, Governor Fashola said women should ask for equity and justice instead of equality with men pointing out that physiologically men and women are not meant to compete but to complement one another.

“I recognize the stabilizing role women play in the society. Islam teaches us to respect our wives and our sisters. But what women should advocate for is not equality with men; they should rather advocate equity and justice”, the Governor said adding that it is as a result of the physiological difference between the two genders that women are given preferential treatment both during wars and natural disasters.

He said the Lagos State Government has led the rest of the country in areas of women empowerment pointing out that both in the Civil Service and the Judiciary; women have been accorded a pride of place.

The Governor thanked the family of late Justice Okunola “for being there always; forthright and steadfast in their Islamic Faith”, adding, “Islam and Ramadan preach contentment and all needs are provided for during the month of Ramadan”.

In his lecture, “The Evils of Envy”, Alhaji Sheik Abdur Rahman Ahmad said envy breeds disunity and disharmony among families, homes and nations advising that people should eschew such evil as it is only God that bestows wealth, honour and other favours on man.

Sheik Ahmad admonished parents to always pray for their children to surpass them adding that it is the prayers of the parents that eventually uplifts the children and bring the favour of the Almighty Allah on them.

Also speaking on the topic, “Islam: Between Extremism and Liberalism”, Chief Missioner of The Muslim Congress, Ustaz Dhikrulahi Shafi, enjoined all Muslims to be “firm believers in God’s will and all teachings of Prophet Mohammed in politics, culture, love and others”.

“You should endeavour to leave good history and legacy behind as Islam preaches. You must also display humility at all times as Islam preaches humility before man and God”, he said.

In her lecture titled, “Muslim Women and Materialism”, Dr. Ummukhair Abdulah called for more participation of women in Politics saying women have the right to be Presidents, Governors and other positions of leadership in Nigeria. “The challenges facing women must be taken care of”, she said.

Cecilia Ibru convicted of Fraud, to pay back $1 billion

Mrs. Cecilia Ibru, the former managing director of Oceanic Bank PLC, is to spend six months in jail and forfeit over N150 billion Naira in assets and cash.

The former MD was convicted of bank and securities fraud and was convicted earlier today by a federal high court judge preisded over by Justice Dan Abutuin Ikoyi, Lagos.

However, the judge provided what amounts to a slap on the wrist by giving her only six months jail time. The judge said Mrs. ibru will not get 1 -month credit for time already spent in EFCC custody during her arrest and interrogation. Her six months jail time would run concurrently as she was convicted on several counts of bank and security fraud.

Mrs. Ibru has vast assets throughout the world.

Nigerian Police Shut down ThisDay Newspapers

The Nigerian police this morning stormed the premises of ThisDay Newspapers in Apapa, Lagos, South-West Nigeia and shut down its operations, P.M.NEWS has learnt.

According to sources close to the media outfit, security operatives, acting on a court order, forcefully entered the company’s office complex and chased away all the workers on duty.

While there, they seized both the official and private cars parked in the premises and also carted away all the computers (both desktop and laptop) found in their offices.

Some of the staff who spoke with P.M.NEWS refused to comment on the invasion, but confirmed police presence in the newspaper’s complex.

Dokpesi Regains Freedom, Cancels Press Conference

Raymond Dokpesi, the director general of the presidential campaign organisation of former military dictator Ibrahim Babangida, has been released.

He was arrested yesterday night in connection with bomb blasts that killed 12 persons and injured dozens on independence day in Abuja, Nigeria’s capital.

He had planned to address the press this morning but the event was later cancelled.

His arrest followed an alleged revealing text message sent to the phone of one of the suspected bombers.

Dokpesi regained freedom at about 11 p.m. last night after being interrogated.

Dokpesi was said to have reported himself to the State Security Service, SSS, Headquarters last night following an invitation sent to him by the SSS in connection with the bomb explosions.

He was directed to report back at the SSS headquarters at about 3 p.m. today.

A hurriedly assembled press conference scheduled for 10 a.m. today was suspended following the decision of the IBB Campaign Organisation to consult widely before meeting with the press over the alleged involvement of the organisation’s Director General in the blast.

Kaseem Afegbua, spokesman to IBB Campaign Organisation said the interrogation of Dokpesi won’t affect Babangida’s plan to challenge President Goodluck Jonathan to secure the ruling Peoples’ Democratic Party nomination for the presidential election due early next year.

“We’re more resolute now, more than ever before,” he said.

Journalists who thronged the Maitama District office of Ibrahim Babangida Campaign Organisation were informed that the press briefing would no longer hold as expected owing to the desire of the organisation to consult widely before addressing the press on the damning allegation about the correspondence between Dokpesi and one of the suspects of the Abuja blast.

P.M.NEWS, however, discovered that the postponement of the press parley may not be unconnected with the directive issued to Dokpesi by security officials who interrogated him yesterday.

The IBB Campaign organisation may have shelved the briefing in order not to aggravate issues for its Director General who is scheduled to return for more interrogation this afternoon.

The alleged text message allegedly sent to one of the suspects of the blast who is already in custody, was said to have inquired if the AIT boss had paid the balance of their fee for the bomb attack.

The presidential campaign organizations of Generals Ibrahim Babangida, Alhaji Atiku Abubakar, General Aliyu Gusau and Governor Abubakar Bukola Saraki have accused President Goodluck Jonathan administration of unleashing “a culture of intimidation, harassment and fear against leading political opponent as a means of silencing their voices and ensuring its success in the 2011 President elections”, in its response to the October 1 bomb blasts in Abuja.

In a joint statement signed by Senator Kanti Bello, Deputy Director General, General Ibrahim Babangida Campaign Organisation, Senator Ben Obi, Director General of General Aliyu Gusau Campaign Organisation, Dr Udenta. O Udenta, Director General of Dr Abubakar Saraki Campaign Organisation and Chris Mammah, the Director General of Atiku Abubakar Campaign Organisation titled We Will Not Be Deterred by The Politics of Impunity, Silence, Fear, Intimidation and Harassment this evening, the four Northern presidential candidates also said a “more dangerous dimension is being introduced to the unfolding bomb blast phenomenon”. The campaign organizations also accused President Jonathan of giving the “green light to the security agents to hunt down his perceived political opponents and rope them into the planning and execution of the bomb blasts” though MEND had claimed responsibility for unfortunate event.

The Northern presidential aspirants also called for an independent judicial investigation into claims by Henry Okah over the Independence Day bomb blasts on Tuesday afternoon on the Al-Jazeera television network.

The four presidential aspirants were reacting to the arrest of the Director General of General Babangida Campaign Organisation, Chief Raymond Dokpesi yesterday by the State Security Services, SSS and the claims by Henry Okah, the leader of Movement for the Emancipation of the Niger Delta, MEND on Al-Jazeera that he is being persecuted because of his refusal to implicate Northern presidential aspirants in the independence day bomb blasts.

While accusing the Jonathan administration of playing politics with the security of the country in the way it had so far reacted to the bomb blasts, the Northern presidential aspirants condemned yesterday’s arrest of Dokpesi and his linkage to the Independence Day deadly explosions.

“ This latest attempt to demonize Dr Dokpesi and cast him in the mould of terrorist is but a small part of an escalating culture of impunity, recklessness, intolerance and arbitrariness which the Federal Government is currently associated with”, said the Northern presidential aspirant.

The Presidential aspirants also called for the investigations of the claims by Henry Okah that he was contacted by one of the aides to President Jonathan to publicly absolve MEND of responsibility for the bomb blasts and instead claimed that it was the handiwork of some Northern presidential aspirants.

This Okah said in the television interview was with a view to portraying the Nothern presidential aspirants in a bad light and enhancing the chances of President Goodluck Jonathan to win the 2011 polls. Okah leader said it was in expectation of the statement that President Jonathan went to town with statements absolving MEND od culpability in the bomb blasts. “The Northern presidential aspirants said the allegations by Okah deserved to be investigated. Henry Okah accusations are weighty and sobering and if true, must require an independent judicial investigation”, the aspirants added in the statement.

The former leader of Nigeria’s armed group has said he was arrested because he refused to tell the group to retract a statement claiming responsibility for last week’s deadly attacks in the capital, Abuja.

Henry Okah, currently being held in jail in South Africa, told Al Jazeera on Tuesday that he received a phone call from a “close associate” of Goodluck Jonathan, the Nigerian president, telling him to urge the Movement for the Emancipation of the Niger Delta (Mend) to withdraw its claim for the bombings, which killed at least 10 people and left 36 others injured on the 50th anniversay of Nigeria’s independence.

“On Saturday morning, just a day after the attack, a very close associate of President Jonathan called me and explained to me that there had been a bombing in Nigeria and that President Jonathan wanted me to reach out to the group, Mend, and get them to retract the earlier statement they had issued claiming the attacks,” Okah said.

He added: “They wanted to blame the attacks on northerners who are trying to fight against him [Jonathan] to come back as president and if this was done, I was not going to have any problems with the South African government.

“I declined to do this and a few hours later I was arrested. It was based on their belief that I was going to do that that Jonathan issued a statement saying that Mend did not carry out the attack.”

9 In SSS Custody Over Abuja Independence Day Blast

ABUJA, Oct 04, (THEWILL) - Nine persons have today been arrested by the State Security Service (SSS), over last Friday’s Abuja dual bombings where scores of persons died and many were left wounded. The Police said the aim of the bombers was to disrupt the golden jubilee celebration as Nigeria clocked 50.

In a press conference in Abuja, SSS image maker, Mrs. Marilyn Ogar revealed how an attempted blast was prevented at the Three Arms Zone in Abuja, where six vehicles were positioned for the operation on September 28, 2010.

She explained that SSS immediately swung into action with both the police and the military, by evacuating nine (9) vehicles that were abandoned within the three arms zone thereby hindering the first attempted blast designed for September 29.

"The despicable act of terrorism which eventually took place on October 1st, 2010 was planned for Wednesday, September 29, 2010, but was foiled as soon as the information was received during the early hours of 28th September, 2010. The overriding objective of the group was to scare foreign visitors from attending the 50th celebration on 1st of October," Ogar said.

"On Tuesday, 28th September, 2010 about 0130 hours, information was received that the 3 arms zone was to be bombed and 6 vehicles had already being prepared for the purpose but the Service contacted the military which provided 3 towing trucks which were added to that of the Service to evacuate the abandoned vehicles.

"During the operations that lasted from 0215 to 0630 of the same date, a total of 9 abandoned vehicles were towed away and of these, 2 were near the SSS headquarters, 2 facing the Villa gate and the National Assembly, 2 close to the police headquarters, 1 at the Eagle Square and 2 around Apo Legislative quarters.

"Later the Federal Road Safety Corp, FRSC and the Vehicle Inspection Office, VIO, were co-opted into the operations, to move around the Federal Capital Territory, FCT, towing away abandoned vehicles. These efforts which lasted till the morning of October 1, saw 65 abandoned vehicles removed, it is worthy of note that out of the 7 vehicles removed from the Three Arms Zone, 4 are yet to be collected.

"When the plan A of the group was foiled, they resorted to the penetration of the Eagle Square in an attempt to plant explosive devices but the Service had deployed hi-tech equipment in and around the Eagle Square and jammed the detonation of any such explosives," she emphasized.

She further stressed that; "On October 1, the Eagle Square and its environs were cordoned off and appropriate measures were put in place by the joint efforts of all security and law enforcement agencies to prevent any untoward incident but the rain showers of that morning provided the leeway for double parking by motorists and in the process the perpetrators apparently gained access to park on the road side as well.

"So far, 9 arrests have been made and all have direct links with Henry Okah, the incident and some unscrupulous prominent elements in the society but due to on-going investigations, the names of the suspects and their sponsors cannot be disclosed at this stage," she said.

"As far as I am concerned the security measures were effective, imagine a situation whereby the bombs were planted at the Eagle Square what would have happened to that large crowd at the venue.

"Meanwhile, from all indications there is a security alert in the capital city, as major roads leading to the 3 arms zone are guarded by heavily armed security agents," the spokesperson added.

Meanwhile, South African prosecutors according to a Reuters report brought terrorism charges against Nigerian militant leader Henry Okah on Monday for deadly bomb blasts in the Nigerian capital. Prosecutors at a court in Johannesburg charged Okah, who lives in South Africa, with conspiracy to commit a terrorist act and the detonation of explosive devices in Abuja. His lawyer denied his involvement.

"The accused is linked to the bombing that took place in Abuja," said Hein Louw, the magistrate overseeing the court proceeding.
